After all, if the goal of the immigrant is to join Dutch society, shouldn't they proove that they have at least a good start on that intent?
The U.S. has had a similar test for years...I know, as I had to take it to qualify for Naturalization. If your intent is to become a citizen of a different country for the chance of making a better life for yourself than from whence you came, I don't see that this is any great hurdle to overcome, in fact it better prepares you for your new life to come.
Of course, the usual suspects will cry foul, after all, what right does a sovereign nation have to protect itself from those who just wish to enter to foment trouble?
Watch for the groups that protest the loudest and you will have a handy index of the enemy.
