I heard an idea, in the spirit of true inter-state cooperation:

Trench the Rio Grande to 9' depth
Use the resulting dirt as fill for New Orleans to solve their levee problem
Take the over-population of Everglades Gators from Fla and deposit them in the new Rio Grande Trench/Moat

3 problems solved.
